ETTC Peer Council Meeting
Telecommunications Act:
- The Universal Service Fund established by the Telecommunications Act of 1996 can provide discounts on all school communications services – including your regular voice telephone service. Discounts range from 20% to 90%.
- Schools will not receive the discount unless they have a technology plan and they apply for discounted services. Discounts are on a first-come first-served basis, and NJ schools are competing with schools across the country. The official discount application will be posted on the FCC website (
http://www.fcc.gov) and in the Federal Register shortly.
The NJ Dept. of Education (http://www.state.nj.us/education/) will post discounts available by school district when the Federal Register finalizes details.
Requirements before you can apply for the discount:
- Create your district’s local technology plan. (See below.)
- Compile your hardware and software inventory necessary for computer communications including LAN & Internet
- The discount applies only for one year.
- All multi-year contracts with telecommunications service providers such as Bell Atlantic, Sprint, your internet service provider (ISP), etc. should include a clause allows your district to declare the contract null and void in the case that your educational discount is approved under the Tele Act. This clause will protect your districts’ interests, in the case that the discount would provide lower costs if you changed service providers.
- Schools can apply for the discount as a consortium, but the carrier must bill the discount back to each district individually.
Local Technology Plans
Your district’s local technology plan is due on December 1.
- Each county’s coordinating council will conduct peer review and approval of local district technology plans. ETTCs may be available to help districts create their plans.
- Timely completion and approval of your plan is essential to have your district qualify for the Tele Act, the DLN aid and several other grant programs.

Continued Funding
To insure continued funding of several programs, it is important that districts apply for the funds available. These programs include the Technology Literacy Challenge Fund grant competition and the Universal Service Fund. If sufficient number of schools do not apply, the funds will not be disbursed completely, and in addition, future funding may not be made available.

Bell Atlantic Access New Jersey program
- The Board of Public Utilities (BPU) completed a settlement recently with Bell Atlantic to link schools and libraries to an advanced electronic network by the end of the year 2001. The starting date for discounted rates under the settlement is September 1, 1997. Districts must have a contract with Bell Atlantic to receive the discounts that range from 31 to 72% on services that include ISDN, frame relay, SMDS and ATM. The settlement has an estimated value of $130 million over a four-year period in savings on equipment and services for schools and libraries in New Jersey. Details are available at
